What Is Covered

A standard California HO-3 policy covers sudden and accidental discharge of water from a plumbing system, appliance or fixture. In practice that means:

  • A burst supply pipe, including one that failed inside a wall or under a slab
  • A water heater that failed and released its tank
  • An appliance supply line that let go — washing machine, dishwasher, refrigerator ice maker
  • An overflowing toilet, tub or sink from a sudden blockage

What Is Not Covered

Gradual damage is the biggest. If a leak ran slowly for months, carriers treat the resulting damage as a maintenance failure rather than a sudden event. Flood is the second. How To Avoid A Gradual-Damage Denial

This is the practical heart of the matter, because most denials are not about policy language — they are about timing and evidence.

Report immediately. A loss reported the day it is discovered is very hard to characterise as long-running. A loss reported three weeks later is an invitation.

Document what you found and when. Photographs with timestamps, the condition of the material, and the physical evidence of the failure — keep the burst hose, keep the section of pipe.

Get a professional moisture assessment early. A documented moisture map from day one establishes the extent at a specific moment, which is far more persuasive than reconstructing it later.

And keep maintenance records. Proof that you serviced the water heater, had the roof inspected, or had the lateral camera-checked is one of the strongest defences against a maintenance denial.

You Choose Your Own Contractor

Worth stating plainly because carriers do not always make it obvious: in California you have the right to choose your own restoration contractor. Preferred vendor programmes are a convenience the carrier offers, not a requirement.

What matters is that whoever you choose documents to carrier standards — moisture maps, daily drying logs, and a line-item scope in the estimating format the adjuster uses. Ask to see all three before you sign anything.

Five Numbers in Your Policy Worth Finding Today

Coverage is not a yes or no answer, and the difference between a claim that rebuilds your house and one that leaves a gap is usually four or five numbers buried in the declarations page rather than anything in the policy language.

Pull the declarations page — the two-page summary, not the fifty-page booklet — and find these. It takes fifteen minutes, and it is far better done in September than in the week after a loss.

  • Dwelling coverage limit (Coverage A). Compare it against what it would cost to rebuild at current Orange County construction prices, not what you paid for the house.
  • Your deductible, and whether it is a flat dollar figure or a percentage of the dwelling limit. A two percent deductible on an $800,000 dwelling limit is $16,000.
  • Any mold or fungi sub-limit. Ten thousand dollars is a common cap, it is separate from your main limit, and it is the number that most often falls short.
  • Loss of use coverage (Coverage D), which pays for somewhere to live during repairs. Check whether it is a dollar figure or a time limit.
  • Whether you have replacement cost or actual cash value on contents. Actual cash value depreciates everything, and the difference on a whole-house contents loss is very large.
  • Then confirm whether you carry the sewer and drain backup endorsement at all. It is not standard, and it is the exclusion that surprises the most people.
